Can't utilize my full upload bandwidht

I don't think this is a FreeNAS issue, but rather to do with my internet connection.

Anyway, i have 10Mbit upload. But while replicating or downloading from a second location through ftp, i can't utilize my full 10Mbit upload speed.
Yes i know i probably won't get 10Mbit all the time, but it should be better than 4-5Mbit.

The strange thing is that if i download multiple files at once, i utilize the 10Mbit with no problem.
Only need 2 concurrent file transfers in Filezilla to do that.

If i run a large replication that takes a day or two, i can see the bandwidth used sometimes reach higher speeds like 7-8Mbit and sometimes very low like 2Mbit.
But it's a long time since i saw 10Mbit.

Why can't just one transfer/file/replication use the full bandwidth?
Is it my ISP that has some sort of throttling?

I know replication can saturate Gb. You are kind of on your own to figure it out. There's too many variables to say for 100% certainty, but more than likely your speed is just what your ISP providing.

FTP locally goes in the 50-60MB/s range.

Also if i download multiple files... 2 or more at the same time, i can utilize 10Mbit.

Why not with just one file transfer... session throttling?
