I have a separate HDD for Jail.
But whenever I try to add a Jail this is the response I get:

bootstrap_pkgng /mnt/Download_Volume/.warden-template-9.1-RELEASE-amd64-pluginjail pluginjail
Boot-strapping pkgng
Installing pkg-1.1.2...]0; Installing pkg-1.1.2... done
If you are upgrading from the old package format, first run:
# pkg2ng
It just sits there at 7% in the progress bar and no change.
This is a clean 9.1 install
