I have never had difficulty with an iocage not starting or stopping. I originally created my iocages manually from the CLI back when I was running v9.10. Yes, I've had problems with VNET networking breaking and I had to go in and restore things by hand, but I've not had other problems to speak of. With each major version of FreeNAS, iocage has gotten a little better but there were still issues managing jails through the GUI.
One of the reasons I updated to 11.2 in the first place was that the new GUI had some fixes related to its iocage management. Although I still have not created new iocage jails through the new interface, I have upgraded old ones to newer OS versions and it seemed to go OK.
11.2U3 was OK for me. I skipped 11.2U4.1, but am now on 11.2U5. The update from 11.2U3 to 11.2U5 ran OK for me.
