“by default, a primary group with the same name as the user will be
created; uncheck this box to select a different primary group name”

So should I use a primary group with the same name as the user, or what? What's the significance of this?

What's with wheel? It's mentioned in the instructions as if we should know about this.

Also, “browse to the name of an existing volume or dataset that the user will be assigned permission to access” But the setup guide has us creating users before any datasets have been created!

The system by default will automatically create that primary group which is fine for most scenarios. Advanced users trying to do more advanced things permissions-wise will often create additional groups.

A search through the Guide for "wheel" further explains that this is needed for the user to gain superuser access.

Also, “browse to the name of an existing volume or dataset that the user will be assigned permission to access” But the setup guide has us creating users before any datasets have been created!

The manual itself is laid out in the order that the screens appear in the GUI and this is explained in the introduction of "Section 2: Using the Graphical Interface". This section also links to the Quick Start Guide which is laid out in the order of doing things.
