What does Config File exactly backup?

So from what I'm reading, the config file will backup everything from freenas. What is everything? Users, jails, pool config...? Does it also backup plugins and their config as well?

All the settings that you can configure from the GUI is what is backed up.

Ok so basically from a fresh install, I import the config file and everything will be back like it was, all the plugins will be installed and configured, nothing else to do?
