Unable to create JIRA tickets

Back in the day I was able submit JIRA tickets but now when I try to submit one with a bash.code file attached I get an error saying user XYZ cannot close tickets, I've user JIRA all my professional life so I know what a piece of crap software it is, but getting an error message saying I can't close a ticket when I click the open button is a new even for me!
