Cannot report a Bug - Jira

I am facing an issue with bug reporting.

When I click Report a Bug on top of this page. I am redirected to Jira.
I just press create button there and it is not allowing me to create an issue.

Once I login to Jira. I can see only some customer service portal pages. Which also do not allow me to create an issue nor browse Jira issues.

What I might be doing wrong?
