truenas scale HW decoding emby gpu intel

in search of some help, I made the switch from Unraid to truenas scale, I have everything setup and working except hardware transcoding in emby, I can see the igpu in truenas, but in emby there is nothing showing up under hardware decoder and encoder. what am I missing, is there a command I need to run to get emby to have access to the igpu? any help would be greatly appreciated
