POSTINIT command receives "Network is unreachable" error

I'm running TrueNAS-SCALE-22.12.2 and trying to run a POSTINIT command which uses sshpass. The following is in /var/log/middlewared.log when the command is run.

[2023/05/22 17:42:49] (DEBUG) middlewared.execute_task():198 - Execution failed for COMMAND sshpass .............. port 22: Network is unreachable

The command works correctly in the shell when I run it myself. Do POSTINIT commands not have access to network calls?

I believe POSTINIT commands run after init but before lots of other stuff.

I would have suggested the netwait feature as a possible solution, but it's a CORE-only thing, so no luck for SCALE on that.
