New root password not sticking

Running FreeNAS-8.2.0-RELEASE-p1-x64 (r11950)

I reset the WebGUI password using option 7 from the console interface
Logged in to the Web GUI using root and blank
Set a new password using the Change Password option from the Admin Account menu option
Got a message saying password changed
Logged out
Tried to log back in with the new password and was told invalid password
Tried with blank password and that doesn't work either

I've repeated this a few times and the new password is definitely not sticking. Each time I reset from the console interface I can get in with a blank password so log in is working.

I've seen other people discuss this but that was months ago and there was no definitive answer in the threads I read.

Someone had this problem you are experiencing and they replaced the USB thumbdrive. Problem went away.

I'm running FreeNAS as a virtual machine so the OS is installed on a 4G "real" disk.

All other changes are sticking so I know the disk is fully writable and not corrupt.
