Is it possible to set up without a network connection?

Trying to install first time. I don't get to any setup screen, instead I get a panic or am dropped into kdb.

I do not have the system connected to the network yet. Is that the problem? (I see the panic complains about a missing PHY.

no. if you are getting kernel panics before ever seeing the menu system, you have other issues. you can indeed install FreeNAS without a network connection (although you cannot configure anything but the IP address without it, since all the configuration is done through the web GUI)
