FN 11.1 Home Directory location and ownership

In FN 11.0, I can create a user (testuser). Two items of interest...
1) I can create the user's home directory at the top level of a pool
2) The user's home directory ownership is testuser:testuser

In FN 11.1, I can do the same thing EXCEPT....
1) I cannot create the home directory inside the top level of the pool, and I get a red warning "Volume root directories cannot be used as user home directories"... I don't want to use it "as" the home directory.... I want the directory to be "in" the root directory. So after the warning, I started over. I created a dataset (which I don't want) and pointed the new user home directory there.
2) The user's home directory ownership is root:wheel, not testuser:testuser.

I saw a few threads from around 2013, but since it works correctly in 11.0 I seem to think it's might be a new bug.

btw, this is a brand new box, no previous installations of anything, FN 11.1 is the first.
