Every time I stop and restart the FreeNAS server (ver 8.0.3) the CIFS (Samba) service does not start up automatically. I have to go to the services
tab on the dash board and click the off/on switch. How do I make the CIFS service start by default on each bootup of the server?

I'd recommend upgrading to the most recent version. Yours is pretty old to be honest...

I just down loaded it 2 months ago. This is what it says

FreeNAS Build FreeNAS-8.0.3-RELEASE-x64 (9395)

OS Version FreeBSD 8.2-RELEASE-p5

That version is from Feb 2012. So no, you didn't download the latest version 2 months ago.

Is 8.3.1 the latest version? Can I just put the new version ISO in the drive and update automatically?

8.3.1 is the latest non-official build. You probably want the latest official build. The manual explains how to do upgrades.
