backup 8.2 pc to 9.1 rc1 could not add new users

i have an hpt w3.2 cache 2mb and 4mg ram with freenas 8.2 p2 i take configuration file from 8.3 and add it to new copy of 9.1 rc1 when i tried to add new user it refused and told me there is no space to add other user

and tell me could not add user there is no space and the user and password file is full
please
i want any one help to fix this problem
