Aggregation speed issues

I have been running FreeNAS 8 since release and have been dealing with link aggregation speed issues ever since. When the server's two onboard 1000Gbps ports are aggregated together the maximum transfer speed I get is around 11.7MBps. Without the ports aggregated together and using only a single port I get transfer speeds upwards of 80MBps. I have replicated these speed issues across the computers listed below. At first I original attributed the speed issues to the server only having 2 x 2GB DDR3 1333 ECC RAM but after upgrading to 32GB I know that RAM is not the problem. I have also tested using standard frames and jumbo frames. This happens with both AFP and samba. I have not tested NFS.

Server Hardware
Motherboard: Asus P7F-E
CPU: Intel Xeon X3440 Lynnfield 2.53GHz Quad-Core
RAM: Kingston 4 x 8GB DDR3 1333 ECC
Hard Drives: 10 x 2TB Seagate Barracuda in a RAID-Z2

Network Switch
Cisco SLM2008 switch with LCAP setup for the server and Mac Pro
