Video issues with Plex only with hi-res files

Performance issue with certain Hi-Res movies in Plex

Long story short: Certain movies I play in plex stutter and become pixelated (recently Guardians of the Galaxy 2). To be fair, its few and far between (1 in a 100 movies). Below is a list of specs and things Ive done to trouble shoot this issue. Issue happens both on LAN and remotely, wired and wireless, on multiple clients (FireTV, FireStick, PC). Happens with only 1 or multiple clients playing movies.

Trouble shooting:

Plex Settings: Transcoder set to “Make my CPU Hurt” and unlimited simultaneous transcode streams.
Video Quality = Maximum
Play smaller videos at original quality (checked)
Use Recommended settings (checked)

ISP: 100Mbps up and down

Router: Linksys AC2600 - No prioritization (QOS) set for any traffic. Speed tests show 100Mbps from ISP.

Freenas Specs
lenovo TS-140, i3-4130 (should I upgrade to Xeon?), 12GB of ECC RAM(More RAM?), 4x3TB WD Red drives in RAIDZ2

My concern is that the server isn’t transcoding fast enough or that I need more RAM. At times the CPU will read 100% when playing certain Hi-Res movies for a short period. Spiking intermittently then backing down to less than 10%. I appreciate any help!

More memory wouldn't hurt either o_O
