Valid e-mail address rejected for user, accepted for alerting

I fail to set an e-mail address for an user (URL = /ui/credentials/users), on form submission, UI rejects the address with the following error message:

Not a valid E-Mail address

The same e-mail address can be set as target in Alert Settings(URL = /ui/system/alert-settings) of type E-mail (field "Email").

The e-mail address contains an &,which is valid, for example: foo&bar@example.com.

Is there a reason or a workaround this so that I can set e-mail address to user?
