USB Mirror install issues

Ok so this is something I have noticed with 9.x and now with 11, and would like to get some information, to see if I need to do something to resolve this.

I have 2 64GB USB drives installed in my server as the boot drives. What I notice is that the read/write light on these drives is constantly on/flashing. I am going thru USB drives about 3 a month, with the system telling me they are degraded. I have tried numerous manufacturers of thumb drives, but try to stick mostly with sandisk. The problem is it is getting way to expensive to replace these drives on a monthly basis.

Can anyone tell me why with 0 activity on a home NAS, The USB drives are constantly reading and writing? Is there something I can do to reduce that?

Do you have your system dataset on the boot devices, or on a data pool?

I thought it was set for a datapool, how can I check? Just verified. Yes it is set to Tank 1

System > System Dataset > System Dataset Pool.
