Upgrade from 32-bit to 64-bit--volumes and config

I am preparing to upgrade my system from 32-bit (FreeNAS-9.2.1.8-RELEASE-x86) to 64-bit (FreeNAS-9.3-STABLE-201504100216). The system has 8gb RAM. The volumes are already ZFS. I have completed a clean install of the 64-bit version on a 16gb thumb drive. What I need to do next is import the volumes and restore my configuration. What I haven't been able to determine is the sequence: import volumes then restore or restore and import volumes? I haven't found anything in my searches that tells me anything more than that both steps are necessary.

Would someone please tell me the correct order?
