Having all those settings is there so the same loader.conf can be used on a variety of hardware, and the overall algorithm comes up with a decent value no matter the RAM in the machine. However once the machine does the suballoc for the map during boot the settings are never used again.

And actually I missed a step in my analysis of the algorithm, after the check against the scale parameter. So Step 1b I guess. Here the candidate size is checked against the pagesize multiplied by the number of pages. This can be modified by rebuilding the kernel itself using higher KVA_PAGES.
