SOLVED Resource temporarily unavailable

For the past 2 weeks, I keep getting these error messages when trying to run any commands in ssh and in jails as well. Please help as I have never had this issue before and it's keeping me from performing my normal server tasks.

Failed to fork worker process: Resource temporarily unavailable
No more processes.

Considering your load averages are sky high for your CPU, it's not surprising. You should be asking yourself why your load averages are so high in the first place.

all 8 cores of your cpu are at 100%. Why are they doing that?

Sorry I had some scripts running at that moment. Here is an updated screen.

Solved: This issue was coming from a script trying to start on a gitlab plugin install I could not get working. Removed the plugin and jail and fixed the issue.
