After some experimentation and searching, I figured out how to return a USB drive back to FAT/NTFS format. A better place for this post may be in the how-to section, but I do not have privileges to post there. I found several threads where this was attempted, but I did not see success (apologize if this is a duplicate). I was using Windows-7.
Window Start button, run window, "diskpart". Enter command "list disk". Find your USB in the list and enter "select disk n" where n=drive number for USB. Enter the command "clean". Enter the command "create partition primary". Now, the USB drive can be formatted FAT or NTFS.
