proftp.conf when enable/dissable via GUI it Overwrites SSH version

I have a freenas 8.0.3 multimedia release running proftpd 1.3.3 and want to require explicit and disallow regular ftp. The problem is kind of fixed, I edit /etc/local/proftpd.conf to TLSRequired on in the <IfModule mod_tls.c>. I save the config file and restart the service via command line and get the proper response "550 SSL/TLS required on the control channel". When I disable the service via GUI and enable it re comments the TLSRequired and any other config I wrote to the file. Is there an sqlite db or another config file that I must edit in order to accomplish this? Is this a bug?
