Plex; We were unable to retrieve libraries.....

I have been getting the following error for shared libraries for users to my server and have not been able to figure it out....

We were unable to retrieve libraries for Plex. Please ensure the server is signed in to your Plex account.

Basically if you go to users, add user, set user name and hit next it says "We were unable to retrieve libraries for Plex. Please ensure the server is signed in to your Plex account.". No libraries are shown and I'm not quite sure what to do. I have verified that my server is signed in via my plex user account.
I posted the same thing on the plex forum without resolution. I fixed it once by doing a manual install into a jail but the plugin doesn't seem to be working for me. I am only able to access my media with my admin user account.

Plex Version 0.9.12.11
FreeNAS-9.3-STABLE-201509022158
and I've run the update script for the plex server so I'm running the current Plex Pass version

Yes. Fetch reported the size of the of the target is unknown and then fetched it. I'm able to do updates, upgrades and run the plex upgrade script just fine.

I have no idea then, as I don't know much about plex

Did you sign into your plex account from the server? The user permission feature of plex is a paid feature.
