Jail template at downloads.freenas.org potentially corrupt

I'm really only trying to figure out now if the jail template at http://download.freenas.org/jails/9.3/x64/freenas-pluginjail-9.3-RELEASE.tgz is corrupt. My problem goes like this:
1. Wasn't able to update Plex plugin
2. Deleted all existing jails, tried to reinstall plugins from scratch. Couldn't install any plugin. Seems it hangs while creating a jail.
3. Tried to create a jail (rather than install a plugin); couldn't because the installer hangs while trying to install a template.
4. Figured out the system is attempting to contact download.freenas.org to retrieve a plugin jail template, and was hanging midway.
5. Tried downloading manually so I could store the template locally and have the system retrieve its template from locally rather than over an http connection. Four successive downloads hung at exactly the same spot: 13.8M out of 245M. I was however able to download the tree file.

So, at present I am thinking the template hosted online is corrupt, and my system is choking because it can't download the template, so it can't create the jail, and therefore can't install the plugin.

Can anyone confirm or replicate this problem? If others are able to download OK (to try it, simply open a browser at http://download.freenas.org/jails/9.3/x64/freenas-pluginjail-9.3-RELEASE.tgz and see if it comes down), then I'll have to keep searching. My plan is to store it somewhere on the NAS, and then change the jails configuration so it searches for the template locally instead of at freenas.org.

My system is a freshly-installed 9.3 (installed, not upgraded, though I did import existing pools from my 9.1 install) running on ixsystem's lovely mini-NAS hardware (so, lots of RAM, etc. - hardware and network connectivity are not an issue).

Self-replying here (sorry). I logged into a VPS (ie, different IP address, different continent) and was able to download both images without problem, so the download hang almost certainly is the fault of my crappy ISP here. I'd delete this thread if I could.

Instead, may I suggest future versions of FreeNAS have a jail image or two stored in /usr/local/share or something so that network errors don't prevent jails from being built?
