Jail on VLAN

I am trying to set up a jail running on a tagged vlan on freenas 9.10

I have the physical interface (em1) with no IP, and opttion set to "up"
I have the VLAN interface (vlan10) defined with no IP and option set to "up"
Freenas managment in done using "em0" which is untagged and has an IP

I create a jail with interface set to "vlan10"
I boot the jail and end up on the physical interface "em0" on the untagged admin interface.
I check the bridge configuration using the command line and can see that freenas has added the interface "epair1" belonging to the jail to "bridge0" bridge that includes "em0" and all of the epair interfaces.
"em1" is not a member of any bridge.

I would have expected "em1, pair1 and vlan10" to be in their own bridge ( bridge1) but no.

If I set an IP on the VLAN10 interface, and use the bridge ip settings it works, but then the jail can see the VLAN10 interface that is on the freenas box, which is undesirable.

Another thing is that everytime I try to edit the jail network config the GUI shows the default settings of "DHCP" etc. which does not match the actual settings in effect.
Also any change to the VLAN configuration requires a reboot of the freenas box.

I have read numerous posts on issues with this, but nothing has helped, does anyone have a working configuration for this?
