Failed to upload config, version newer than the current installed

I have two instances of FreeNAS-11-MASTER-201705080408 (b53bf1f). I'm trying to migrate from one device to another. When I try to restore the configuration on the new server I get the error "Failed to upload config, version newer than the current installed". I just ran the update on both servers to make sure they are on the latest version and then saved the configuration from the "production" server.

Is this not supported on 11 nightly train?
