Will I notice much difference between the two? Building on a budget and the 2650s will save me about $100

Or should I consider something like E3-1270? The 1270 has lower pass Mark score but higher single thread score. I'm thinking that more cores are better for a server/nas

Serve files?
Tanscode 4k?

When I bought my server a couple of years back, it came with a pair of E5-2660s. I bought a pair of E5-2670s for about $125 and installed them instead. It was a frivolous waste, honestly, but the cost was low enough that I couldn't talk myself out of it (especially when I then sold the old pair of 2660s for about $65). But there's really no way to say what's best for you without, as @LTCM said, knowing more about your use case.

You're right. Impossible to know what the future holds. Today the build would do the following.

Plex but not much transcoding but who knows about future. Just getting into 4k

Tvheadend or mythtv in a jail. 6 tuner cable card

Run a couple of small commercial websites

Run a few small docker containers for testing
