Create users from cli

Hello All,

We recently decided using Freenas as our FTP server , and migrating from CrushFtp server
All our users list and password we managed to export to file , we prepared txt file with following below format list used cli command to create users as follows
"user1::::::mnt/PO01/ftp_vol/FtpRoot/Customers/user1::password"
and command used is " adduser -f users.txt " , and seems to work and added successfully to "etc/passwd" , we can view them by using "cat etc/passwd".

Now our issue is that users not appears under Freenas UI , and further than that when rebooting server "passwd" return to its initial users stat , my question is how we can accomplish user importing into Freenas?
