Can't see Plugins on the menu - FreeNAS 8.3.2

Just installed a fresh FreeNAS 8.3.2 64-bit, and I can't seem to get plugins working.

1. Installed FreeNAS-8.3.1-RELEASE-p2-x64.Plugins_Jail.pbi (no 8.3.2 in the repo)
- setup on a ZFS volume: /mnt/data1/FREENAS/plugins/jail
2. Installed transmission-2.77-amd64.pbi
3. I can't start Transmission and I can't configure it because there is no "Transmission" menu item under Services > Plugins > Management

I've tried several browsers to make sure it's not a caching issue, and I'm actually using Chrome Incognito to setup. I've also ensured that IPv6 is disabled (IPv6 Auto = False).

Any ideas?

Been struggling with this for a few hours, but finally fixed it. Still don't quite understand, but maybe an option to try if you're having issues too.

I had my em0 interface statically configured to 192.168.0.254, and I set my jail interface to 192.168.0.250 and I was getting these errors in the console:
kernel: arp: [MAC ADDRESS] is using my IP address 192.168.0.250 on epair0b!
manage.py: [freeadmin.navtree:416] Couldn't retrieve http://192.168.0.254/plugins/transmission/_s/treemenu: timed out

The FIX:
I removed all plugins, then turned off the Plugins service, then I changed the jail interface IP to 192.168.0.253. I started the service again, and installed my plugin, and there it is - Transmission menu. Again, doesn't quite make sense to me, but my problem is fixed.
