"Applications and Jails" needs a pinned thread with a warning against "Plugins"

We're seeing too often new users bumping into issues with "Plugins" on Core. It's practically a running joke at this point, and it happens frequently on these message boards.

There should be a sticky post at the top of "Applications and Jails" that warns new users that "Plugins" on TrueNAS Core are deprecated and unsupported.

I think users should be informed more that they are going to be removed by 2025.
