about update trains, and how do I see changelog?

Ok, I thought I had a good handle on how update trains worked, but today I am confused. I got a notification that my box wants to update. However when I look in http://download.freenas.org/9.3.1/STABLE/, the latest folder is the same one I installed.

It might be that just a small package wants to update, and that doesn't get a new build kicked in the 9.3.1/STABLE/ builds?

Here is what I see in my update page:
Pending Updates:
freenas-pkg-tools-9.3.1-STABLE-a86bdbd --> freenas-pkg-tools-9.3.1-STABLE-7afa903
docs-9.3.1-STABLE-a86bdbd --> docs-9.3.1-STABLE-7afa903

And if my assumption about it being only a package and no new build being kicked is correct, how do I see a changelog?

Something's been weird lately with false notifications (a few users have posted about this) which we haven't tracked down the cause of yet. Basically, if there isn't an SU and a Changelog showing at download.freenas.org, there isn't an update available, to the best of my knowledge.
