WEBgui and who can access/login

Hi all, yet another silly question that im sure the answer is staring right at me, but i cant see it!!

Root is default for webgui login? im assuming the only one!

How can i allow another login to have access? and can i restrict it in any way?

How can a user change their own password if need be?

Root is the only account that has access to the webgui. This is changing in 10, but 10 isn't out yet.

Is it possible to restrict access to the GUI to computers on a shared sub-net, for added security?

i.e, in analogy to this sort of (apache2) directive?

Allow from 123.124.

I don't want to mess with the nginx.conf file from the command-line unless I am sure of what I am doing and that the change would not be clobbered by the GUI.

No, there's no facility to restrict access to the GUI to specified hosts or subnets. I believe some of the sharing protocols allow such a limitation, but not the GUI itself.
