VM Resources - Are they always reserved?

Installed a Win10 VM with 1 CPU and 3GB of RAM but I have it set to not auto start and I rarely need to start the VM. Will the resources be essentially reserved and unavailable even when the VM is in the stopped or not running state?

The RAM is reserved even when the VM is not running? That sounds like a very poor hypervisor implementation.

Oh, I missed that part. No, it obviously doesn't take any resources while it's not running, besides disk space.

Does that clarification apply to the CPU as well? If the VM isn't running, there is no reserving of CPU resources, correct?

Resources includes all resources, so CPU too.
