After upgrading my System from Truenas CORE to SCALE my External HDD Case attached over USB-3.0 has only 5MB/sec transfer Speed.
I changed NOTHING with my Setup and reattached it several times with countles reboots etc.
When i connect it to a Windows machine i can Transfer Files at 150+mb/sec. Connected to my Truenas system i get 112mb/sec(nic limited) for about 20 sec. over FTP.
After that it drops to 5MB/sec for the Rest of the Transfer. The same happens when i use the "mv" command from internal Drives to the external Drive.

Moving from TrueNAS Core to SCALE is not an upgrade. It's more of a side grade. SCALE is still under noticeable development, so changes may still occur.

Next, USB attached storage for data pool members is discouraged for multiple reasons:
Basically, use USB attached storage for data pool disks at your own risk. It is likely their are not many on the forums who have that type of setup.
