Upgrade or Fresh Install?

I'm running Freenas 11.3-U5 and am seeing issues with my upgrade path into 12 with some of the plugins i am using - this has been holding me back from upgrading. Backing up and building a new platform wouldnt be all that cumbersome for me.

Are there any benefits to performing a fresh/clean install or is the upgrade process just as good as a fresh install?

Reading through some of the other posts, i see some having issues with their upgrade process. I think i have answered my own question; if the means exist to perform a fresh install, that may yield the best results.
