Sorry, Windows is really dumb. I should have tried another computer instead of another browser.

Windows firewall was blocking port 32400 outbound.

what really? windows firewall was blocking you from getting to a web address and port 32400..? thats some strange stupid shit, ive only ever heard of that with with like McAfee AV + firewall and jazz

I really have no clue what could have caused it... Im only running Malwarebytes for AV however I do have many other programs running. At the very least I'm happy to have solved this issue and it will serve as a life lesson to check your windows firewall.
