TrueNAS Core has a minimum memory requirement of 16GB. Does it work any better if you install another 8GB of RAM?

Then your system may not be able to run TrueNAS CORE.

Thats an old system and as @jgreco says it may not run TrueNAS.
However before you throw it out.
1. Make sure that you have gone through the system and updated all the various BIOS things that Dell have. It may be one of those thats killing you
2. Core will run in 8GB, its not overly enthusiastic about it - but it will run, though its not reccomended.
3. Try booting a FreeBSD LiveCD and see what it says - Core is FreeBSD under the hood and this may point you in a direction for a solution
4. Try an older version of TrueNAS - see if that boots

Good luck
