2. still
daemon 1931 - - _secure_path: /nonexistent/.login_conf is not owned by uid 65534

Looks like somehow the directory /nonexistent got created. Maybe pam_mkhomedir is copying a skel dir where it shouldn't be. The users with this as a homedir should maybe be switched to /var/empty (since it has schg flag on it). Try removing the dir first and see if issue goes away, if file keeps being re-created look at your users and see which of them is to blame for creating it.
