according to top on base OS I have 4G swap:

So top reports the expected amount of swap while swapinfo does not. One more reason to check the integrity of your boor medium/media. Are you using a single USB stick? If the integrity checks reveal no errors a bug report is a good idea, as danb35 already mentioned.
