Startup probe failed: connection refused jackett

so hello i have been using truenas for some years but first time in life this happened to me, i tried jackett and it only happens to jacket package so maybe the package is broken? but it wont deplay and this is what it says
2024-02-19 15:12:10 Startup probe failed: dial tcp 172.16.0.107:9117: connect: connection refused
soo i am not sure why is it refused when its on the same machine? idk how would i debug it ?
