I installed the plex plugin in Truenas Core and mounted my dataset that contains all my media. I then made a user with the 972 id used by plex and gave it read/write permission to plex. I can select the proper folder in the plex app but it only sees the library as empty. am I missing something?

Your actual files might not have read permissions for 972 ("plex").
Did you try to apply the ownerships/permissions recursively?
