The answer to your question is yes. In fact, there are multiple ways to do it. Here's one:
Put the users you want to have read/write access into a group and make that the group owner of the dataset. Enable read and write access for "group". Then give "other" (everyone who is a user on the system, but isn't part of the owner group) read only access. Done.
