You read that correctly. The ISO is an installer, the img is a bootable image for copying over manually. These directions: http://doc.freenas.org/index.php/Installing_from_the_Image produce a clean new install to which you would need to import pools and configs. You're also right about the upgrade files, they cannot be used other than in the GUI.
