After installing 8.3.0, 8.3.1 or 8.3.1P2, I try to access the web page but I get the above error in the browser.
This is very strange as I remember having 8.3.0 before and it was working correctly.

If I install 9.1.0 ALPHA the web interface is accessible.

Do you have any ideea what could be wrong?

I was able to fix this issue by using a different browser (was using firefox 21).

EDIT: I was able to get firefox working after clearing cookies.

Thanks for the tip, clearing the cache and cookies of the browser solved the problem.

Thanks, yes, I encountered similar problem and removing cookies on my Firefox browser resolves the problem.
