Seems likely something's wrong, possibly with the card, possibly with the SFP+. What's the exact model number of the SFP+?

Well that's definitely the right part for the X520. I'm trying to remember because I think I've seen this sort of thing before, but I just can't place what the cause was. If you loop the X520 back, does it show a link?

Something's still not right because 10G doesn't really offer half duplex (though it's technically "possible"). Again, try looping the X520 back. Take a patch cable and remove the LC clips. Make a connection so that the transmit is connected to the receive, and see if the interface comes up and shows link. It should, though honestly I haven't tried it on an X520.

what is the output of the following 2 commands. replace 1/0/1 with whatever your ten gig interface is:
Code:
show run int te 1/0/1
show int te 1/0/1
