16GB feels excessive for a NAS OS, even in 2023.
A NAS that uses ZFS exclusively (as TrueNAS does) requires RAM to allow for ZFS to work properly... the absolute minimum RAM for stable ZFS is 8GB (and the folks who know what they are talking about think that may even be too low), so with any functions that would run on top of the system like apps or VMs, less than 16GB is out of the question.

If you want a small NASware appliance, look at OMV.
