First jail I created after installing 11.2 won't open a shell from GUI and only shows "Login incorrect"

I upgraded to 11.2 yesterday and most things went great. I created new jails and installed new plugins using the new UI and management system.

One odd thing that I noticed was that I cannot use the UI to open a shell for the first new jail I created. I use the ⋮ menu and choose "Shell" and the shell UI starts but only shows:
Login incorrect
login:

This is a type 'jail' and release '11.2-RELEASE-p6'. I continued to use this jail using the system root Shell and jexec and was able to migrate a smokeping installation from an old style jail.

Any advice on how to fix the shell access or how to collect debug data to report this issue as bug?

That should be reported to bugs.freenas.org. Post the issue number here once you do.
