Decreasing buffering and increasing write speed?

I keep getting excessive buffering when starting movies in plex, and when copying files onto the server I get Program Reads Faster...sometimes at a write speed of 15 MB/s and others at 170 MB/s. It has gone up to 270 +/- MB/s for a short time, then will spin the message Program Reads Faster....and slow down. Sometimes to 170 Mb/s others at 20. (This is excluding the times the 1GbE NIC would randomly drop to 100Mb/S..

Since the change when I check the memory it shows cache being used of about 16-18 GB of the 24GB in the system. Capable of getting up to 32, before I have to upgrade the motherboard...

Currently, use for Plex with about 1,200 HD and SD movies and 80 4k...wanting to add NextCloud (or similar) for remote file sharing.

I have recently added 10GbE NIC to switch and 2.5 GbE on my laptop, running dedicated 1GbE to AppleTV 4K and RokuTV through switch, another Roku via MOCA 2.5 with 1GbE...super long buffering, sometimes the Wifi feels faster.
