Change in snapshot naming schema results in ignored lifetime (and a full pool)

Several months ago I upgraded from FreeNAS 9.10 to 11.3-RELEASE. Pretty smooth process, though as expected several areas required manually reconfiguring settings.

Snapshots apparently changed naming schema from auto-%Y%m%d.%H%M-55w to auto-%Y-%m-%d_%H-%M-55w (and the search functionality is much less useful, I digress). It appears that my 5-year snapshots and 45-day snapshots are being pruned correctly, but the storage utilization kept increasing suspiciously. Today I found numerous snapshots from January 2019 that had lifetime of 55 weeks. Same for February, March, April, and May. I'm in the process of manually removing them (pruning), but I'm curious if this is a bug, "feature", or expected behavior due to the change in naming schema. If expected, why does it work for 45d and 5y snapshots, but not 55w?
